Packaging minimisation & empty space
From 1 January 2030 packaging must be designed so its weight and volume are the minimum needed for functionality, assessed against the performance criteria in Annex IV. Features whose only purpose is to increase perceived product volume — double walls, false bottoms, unnecessary layers — are not allowed, with narrow exceptions for designs and trademarks protected before 11 February 2025 and for protected geographical indications. Separately, grouped, transport and e-commerce packaging must not exceed a 50% empty-space ratio, and empty space in sales packaging must be minimised from 12 February 2028.
What you must do
- Document, per item, why each dimension and layer is necessary.
- Measure the empty-space ratio for grouped, transport and e-commerce packs against the 50% cap.
- Remove purely decorative or volume-suggesting features.
